Service and Human Resource Planning Project, South Africa

Health Partners Southern Africa assisted the Department of Health (DoH) in the Gauteng Province to rationalise its service provision and human resource utilisation, helping them to achieve greater equity and efficiency in hospital and district health services. This project included the development of a health service delivery framework.

 

In particular, staffing norms were generated by the creation of various service delivery scenarios. These staffing norms were then applied to the scenario selected by Gauteng's DoH. This enabled the creation of staff establishments for all health facilities - both Primary Health Care (PHC) and Secondary Health Care (SHC). The staff establishments illustrated the required number of staff by post description and component or unit.

 

Costing was also developed to establish the funding bracket required for the selected service delivery scenario.
