Human Resource Strategic Planning, South Africa

The purpose of this project was to complement the 2006 national Human Resources Plan developed by the National Department of Health (NDoH) in South Africa.


It proposed affordable staffing norms and costs for a typical set of hospitals and Primary Health Care (PHC) services. These formed the basis of national funding strategies, which aimed to address past deficits of funding in human resource provision for health care services.


To achieve this:

  • HRPlanner was updated to accommodate the number of facilities studied and their specificity, as well as the latest salary scales applicable in June 2006
  • staffing guidelines and staffing costs were also detailed for 20 different hospital models of varying facility type, size, bed occupancy and patient day equivalent (PDE).
