Health Sector Reform Programme, Georgia

The Health Sector Reform Programme in Georgia  was led by Oxford Policy Management (OPM).


Health Partners Southern Africa (HPSA) developed a detailed plan for public health facilities in each region, looking at aspects such as numbers of beds and staffing requirements.


HPSA developed staffing standards for the four prototype facilities that had been identified.


These standards took into account:

  • available and planned medical technology
  • staff training
  • current disease profile
  • likely changes in demand for services
  • current and proposed referral systems
  • speed of transport.
